I believe they're usually started as student clubs. I think funding usually comes from Student Unions as far as other clubs are funded, though I do see a lot of fundraising done by the organizations themselves in the Universities I've been to.
As for who gets them, in my experience, it's usually who sees a need and organizes one, typically it's an LGBT group or a women's group.
Usually there's no security needed, but if some asshole shows up and starts being a dick, the organizers I've met are usually trained in deescalation, and if that doesn't work, campus security shows up to trespass the person. It probably varies depending on campus culture.

I disagree. Pretty much all of North America is a safe space for straight white people. Having Safe Space areas on campuses for minorities can be really helpful for building up mental health support networks.
As a fan of power fantasy movies, I agree she was pretty Mary Sue, but to be fair, I think most of the complaints are exaggerated.
Luke was was a total noob to combat, and was able to block blaster bolts while blindfolded from the drone after about 30 seconds of training, I think lightsabre use is pretty intuitive for those strong in the force, especially for people from rough parts of town.
Being a whizkid mechanic seems to be standard issue for SW main characters. This is easiest for me to give a pass since her job is mechanical in nature.
I do agree that she was waaaay too good of a pilot for someone who spent her life digging around old ships and from what we can tell has never flown before. This is the one that puts her into Mary Sue territory for me. That and her escape from the torture chair. I really enjoyed that scene, but it was pure MS.
North Korea: The Mush might be a fun one. You could run it like Paranoia. It might also be an amazing setting for Vampire. Somehow the hunters have cornered all the vampires in that tiny sliver of land.
I'm trying to learn python so I can make one on evennia. With luck using savage worlds.

@Runescryer I'm playing in a Marvel table top game using those rules. It's actually quite a bit of fun. I especially like how you get XP for playing to your character's cliches.
I'd be interested in trying out WoD if it was Hunter themed.

Really? Thankfully, I don't have that problem amongst the people I tabletop with, either in person or online.
I find it happens sometimes even with rules and dice. Especially with people who use purple prose and pose walls of text about how seductive/intimidating/awesome their character is despite them having no codified stats supporting such poses. It really irks me, because they then start spazzing out about how I'm a roll player and not a role player. They often really lose it when I suggest they play the role listed on their sheet.
Part of me thinks this is the same three or four people following me from mush to mush being dinks. Like, if charisma is your dump stat, please stop posing like you're the second coming.
